57 flood control and drainage projects in Abra found unfinished

According to the portal, at least 74 of the flood control projects in Abra were awarded to Samidan Constructions between 2022 and 2025, with 47 reported as not 100% complete. Meanwhile, 69 other projects were awarded to different contractors, of which 10 were labeled as unfinished.

One of Samidan Construction’s flood control projects, built near Calacao, Bucay, Abra, raised concerns from a local resident, who noted that the project appeared to lack stability. The project is part of a ₱137 million Samidan Construction initiative and is reported to be 75.64% complete.

According to a representative from the contractor, the completion and finalization of the flood control project are ongoing, with unexpected events cited as causes for delays. Additionally, Engr. Edwin Bringas, Abra District Engineer, stated that delays could be due to weather conditions and other calamities. He also assured that no “ghost” flood control projects exist, as the province conducts monthly coordination with project contractors.

Following these findings, Abra Congressman Joseph Sto. Niño Bernos instructed all project contractors to complete and finalize ongoing constructions in the province.
