Engr. Isabelo “Poppo” Cosalan Jr. is campaigning on a message of unity and inclusive legislation as he seeks a congressional seat in Baguio City.
In his visits to barangays and various gatherings, Cosalan proudly embraces his Ibaloi heritage, saying it shapes his identity and purpose.
“In government, we always look forward and plan for the future,” Cosalan said. “But we also go back to our roots, our history, and build upon the accomplishments of our past leaders and generations.”
He emphasized that Indigenous People (IPs), especially elders, have significantly influenced his values and leadership.
For him, every voice counts in lawmaking, regardless of background or status.
“When we say that we include the people, we need to understand them—their culture and way of life,” he said. “Governance should align with the values and traditions of the indigenous communities.”
Cosalan believes that involving affected sectors in the legislative process leads to better laws.
“They are the best people who can tell the government how to improve existing policies,” he added. “In policymaking, nothing is really new. What we need is to reform and enhance existing laws and systems of governance.”
With election day approaching, Cosalan urges the public and future leaders not to forget their roots and to listen to the sectors they aim to serve.
