BAGUIO CITY CONGRESSIONAL CANDIDATE, VOWS TO ADDRESS LAND TITLE AND BUILDING PERMIT ISSUES IN BAGUIO

As the campaign period nears its end, congressional candidate Engr. Isabelo “Poppo” Cosalan Jr. visited Barangay Santo Tomas Proper in Baguio City on May 4 to present his platforms—including a plan to resolve the lack of land titles and building permits in the city.

Cosalan pointed out that many areas, such as Balacbac, suffer from zoning and land use issues due to forest land classifications and lack of clear regulation. “In some places here, there are zoning problems and lands classified as forest areas. That’s why there are issues with permits,” he explained.

According to Cosalan, only 20 percent of the estimated 110,000 structures in the city have building permits. “Without proper permits, planning suffers. There are no regulations, and the building code isn’t followed. What kind of future will that lead to?” he asked.

He emphasized that these issues affect not just governance but also the daily lives of residents. “Whatever action or decision we make now will influence the future,” Cosalan said.

He is set to continue visiting other barangays in Baguio City as the campaign period draws to a close.
