FROM STUDENT AT PANGASINAN POLYTECHNIC COLLEGE TO CAPITOL EMPLOYEE

Cesar had always dreamed of finishing his studies.

Growing up in poverty, he hoped to help his family by pursuing a brighter future.

His dream became a reality when he enrolled in the Electrical Installation and Maintenance NCII Program at the Pangasinan Polytechnic College Center for Lifelong Learning (PPC-CeLL).

Here, he learned skills ranging from installing outlets and switches to advanced systems like CCTV and fire alarm setups.

After more than a month of training, Cesar successfully completed the program.

“It was a great experience studying at PPC. I met a lot of people, and our time together was truly enjoyable. Enrolling in TESDA-PPC was an excellent decision because it enhanced my knowledge and taught me things I didn’t know before,” said Cesar Arcelona, EIM NCII Graduate – PPC-CeLL.

Cesar’s education and training were completely free, thanks to the support of the provincial government of Pangasinan, led by Governor Ramon V. Guico III.

Additionally, he received a daily allowance and starter tool kits, which he used immediately after completing his training.

Motivated by these opportunities, Cesar decided to apply to the General Services Office of the provincial government.

This January, he officially became an employee of the Pangasinan Provincial Capitol.

“I’m grateful for the provincial government’s support. They gave me the opportunity to study for free at PPC. My parents are proud of me for securing a job with the government at such a young age. My siblings are proud too. It’s a great accomplishment for me,” Barcelona expressed.

At a young age, Cesar proved that determination, hard work, and free education can lead to a brighter future.

His story is a testament to how the PPC-CeLL program provides not just knowledge but also opportunities for a better life for every Pangasinense.
