GOV. GUICO, HIGHLIGHTS LANDMARK PROGRAMS IN 2025 STATE OF THE PROVINCE ADDRESS

Pangasinan Governor Ramon V. Guico III showcased his administration’s major accomplishments during his third State of the Province Address (SOPA) held on April 5, 2025.

Guico emphasized the progress made in the fields of health, education, agriculture, and environmental protection under his leadership over the past three years.

In his address, the governor underscored the success of the Pangasinan Government Unified Incentive for Medical Consultation (GUICONSULTA), a health initiative designed to complement the PhilHealth Konsulta Program.

As of March 2025, over one million Pangasinenses have registered under the program in just seven months, contributing to the goals of universal healthcare.

“GUICONSULTA was identified as a crucial program in realizing universal healthcare in the Philippines,” said Guico, adding that the initiative has boosted registration in accredited Konsulta health institutions across the province.

The governor also highlighted education reforms, particularly the establishment of the Pangasinan Polytechnic College in 2024, which provided scholarships to 700 students in its first year.

Another 700 students are set to receive scholarships in the upcoming academic year.

In environmental efforts, the Pangasinan Green Canopy Project was launched to plant fruit-bearing trees across the province.

According to Guico, nearly 379,000 seedlings were planted in 451 tree-planting and monitoring activities within his three-year term.

On the agricultural front, the Pangasinan Salt Center reported significant growth, generating 10 million pesos in revenue in 2024 alone.

It also distributed over two million kilograms of salt to the Philippine Coconut Authority as fertilizer.

“All our projects, big or small, aim to improve services and uplift the lives of every Pangasinense,” Guico stated, expressing gratitude to the Provincial Board and the province’s over three million residents for their support.
