“The Trials of Teachers Camp Housing Development”

In 2004, former President Gloria Macapagal Arroyo signed Proclamation 613, earmarking a portion of Teachers Camp reservation for housing purposes, benefiting qualified occupants. This move aimed to address housing needs by repurposing land within the camp.

 

Outlined within the proclamation was the establishment of a Local Inter-Agency Committee (LIAC) tasked with formulating the Implementing Rules and Regulations (IRR) for the project, with the National Housing Authority (NHA) designated as administrator. Consequently, the Teachers Camp upgrading project fell under the purview of the NHA.

 

The NHA commenced drafting plans, conducting surveys, and subdividing potential lots within the area. Infrastructure such as main roads and rights-of-way were meticulously planned to accommodate the envisioned housing development.

 

By 2010, all preparations were complete, poised for the project’s application for a developmental permit from the city council, a necessary step before land development could commence at Teachers Camp.

 

However, the 2010 General Election brought about a reshuffle in the city council’s membership and leadership, causing delays in processing the application. Consequently, the project’s application remained unmoved.

 

It wasn’t until March 2023 that the developmental permit for the Teachers Camp upgrading project was finally granted. According to one or the members of the Homeowners Association, ever since then there have been numerous problems encountered during the construction process that led to the halt of the construction until today. As a result, the HOA members are asking for another general assembly together with the NHA to know and solve the problem.
