The Baguio City Council has approved on second reading and for publication Proposed Ordinance No. 0012-24, seeking to amend existing legislation mandating jeepney operators to provide services until 10:00 PM.
Introduced by several city council members, including City Vice-Mayor Faustino A. Olowan, the proposed ordinance aims to address the gap in public transportation services during late hours in Baguio City, ensuring accessibility for commuters beyond the usual operating hours.
A legislative monitoring and evaluation conducted by the City Council’s Research Division revealed concerns regarding insufficient jeepney services beyond 9:00 PM, resulting in long queues and passenger inconvenience. Mr. Reynaldo L. Bacoco, President of the Baguio PUV Transport Corporation, emphasized the importance of strictly implementing such regulations to ensure sufficient service to the public.
Public feedback highlighted various issues and recommendations, including the need for stricter implementation of the ordinance, providing more jeepneys during nighttime, penalizing non-compliant drivers, and coordinating with barangays for better service coverage.
“Kapag na-aprobahan siya mas magiging maayos– mas magiging okay siya kasi mas makakatipid ako lalo na as a student and an intern at wala na akong aalalahanin kahit ma-late ako ng hanggang alas otso or eight thirty ganon..” Ashley, a jeepney commuter, shared.
Certain jeepney drivers are also willing to adhere to this ordinance to provide a better and more efficient option for the commuters.

The approval of Proposed Ordinance No. 0012-24 represents a significant step in tackling the commuting difficulties encountered by residents and visitors in Baguio City, especially during late hours.
